William J. Lubaway is a Senior Associate with Consulting Resource Associates (CRA). He brings a “bottom line” orientation to his services to health care providers by identifying and implementing opportunities to improve the financial results of operations. His experience includes numerous “find it and fix it” projects to improve revenue realization and cash flow. These projects typically involve identifying opportunities to improve revenue realization, developing an implementation strategy and working with clients to build their case for negotiating with third party payors to obtain improved payment. He has significant experience with health care providers helping them transition to new personnel and improved financial operations. These engagements are typically longer-term, six months to years, and typically include the “coaching” of the provider finance staff to elevate their performance and client service attitude. Finance authorities frequently have called on Mr. Lubaway to evaluate the financial viability of troubled providers, identify feasible courses for performance improvement and implement corrective actions. Outcomes of these engagements have included: a return to solvency, mergers and the development of reorganization plans under Chapter 11 of the Federal Bankruptcy Act, under which the provider has returned to a fiscally sound operation. Earlier in his career, Mr. Lubaway participated in the development of Medicaid and Blue Cross Blue Shield payment systems. He also has developed financial models to fairly project realizable revenue based on proposed changes in the delivery of services. Mr. Lubaway has worked with financial and revenue realization management teams of health care providers as a manager at Touche Ross & Co., where he specialized in health care and served as a national resource person for provider reimbursement issues. He continued in these roles as a partner at Plante & Moran and most recently as a partner at Lubaway, Masten & Associates. In addition, he served as the Chief Financial Officer at both Botsford General Hospital and Mercy Hospitals & Health Services of Detroit. Mr. Lubaway has an undergraduate degree from the University of Detroit School of Commerce & Finance and an MBA from the University of Detroit. He is a Fellow of the Health Care Financial Management Association. He also is a CPA although not currently licensed to practice.
